 * I’ve create wp blog with XAMMP yet, I do everything “offline” because internet
   costs too high in my country.But I want anybody can access my site when I get
   disconnected from the internet.So,how to put my wp blog on domain(web host) without
   create(install) a new one?(keeping any files I may have modified).Please help!

 * You should be able to upload the wordpress folder you’ve got on your local machine
   to a new host. Actually, unless you’ve modified core file you should only have‘
   modified files’ in the `wp-content` folder.
 * So once you upload those files, adjusted the `wp-config.php` to reflect your 
   new database, then just browse to `wp-admin/install.php` to install.
