WP Ultimate Search is returning the word “Busted!” Only when logged out
but works when I’m Logged in ?!

Could it be the page cache, I’m using W3 Total Cache ?

I had the same identical problem. I disabled Total Cache but I am still experiencing the problem. Logged in: search works. Logged out: all searchers return “Busted!”
