WP Maintenance Mode splash page does not display

I have used this plugin in the past, a few years ago. Today, I set up a splash page which shows when I log out and view the site. However, it does not show on any browsers, including private windows, eventhough I flushed the cache and cleared all history. My client, the site owner has same results. It just goes to the regular home page.
It is on Themify Magazine theme where i’ve used this plugin in the past.

Also, are you 100% sure that the clear cache mechanism is working properly? Because if you append a random query_string to the URL, the page is not cached anymore and the maintenance mode is displayed:

I recommend double-checking if the clear cache mechanism is really working.
