wp-login forbidden (2 posts)

I am familiar with wordpress but had to do a manual install (my first time) with Network Solutions because they don't allow you to install WP in the root folder with their one-click install. Initially I set up the install correctly up until I got to the wp login page. There was the option to login but no styling on the page like the previous 2 pages. And when I tried to login it sent me to a "no data received" type error page. So I tried the install again and now once I get to the login page I am seeing this message: "Forbidden You don't have permission to access /wp-login.php on this server."

I really have no idea what happened or what I did differently the 2nd time around but now I don't even see the login fields. Can someone please provide any help/clues on how to fix this?

    Here is the site: http://stafford-harrisfamilyreunion.com/wp-login.php

I really would appreciate any help on this...I have to get this site up and running in 4 days :-(
