wp-includes/functions.php… wp_create_nonce() is MIA

For whatever reason, what ever requires the services of functions
wp_nonce_URL or wp_nonce_field has stopped functioning because the function: wp_create_nonce() seems to be missing in action.

I cannot find the wp_create_nonce() function anywhere in the obvious places.

I’d be glad to put it where it belongs if someone would show me the code.
