Pointing towards the installation script automatically on browser, creates a real working wp-config.php file while installing newer versions of WordPress. Actually that editing with any text editor is not mandatory anymore.
TextEdit is the default text editor for Mac. Equivalent can be Notepad in Windows PC.
wp-config-smaple.php is located at the root of the FTP folder. You can open that wp-config-smaple.php from any FTP software like FileZilla (for all operating system) or WinSCP (Windows and emulated version for Mac). FileZilla asks for selecting the Editor. WinSCP has own Editor.
Technically it is a wrong instruction to mention – to edit with TextEdit ; it should be – to edit with any Text Editor.
