This may be a plugin or theme conflict. Please attempt to disable all plugins, and switch to the default Twenty Seventeen theme. If the problem goes away, enable them one by one to identify the source of the problem.
If you can install plugins, install Health Check. On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

If you’re still with us, would you please install and activate the latest Health Check plugin https://wordpress.org/plugins/health-check/ and let us know if it reports that the REST API is blocked?
The REST API is required by the new editor, but some plugins block it.
I noticed suggestions that this problem was related to permalinks.
I traced my inability to publish to an old plugin: Advanced Permalinks
Deactivated that and now I can publish again.
