And secondly, a setting page with editable defaults, like changing the theme default, language default etc would also be a nice addition.

We can avoid add an options page to the plugin to only put there default block configuration, because of is already possible do that with native WordPress Block Editor.
Just add a new Code Block and set your favourite configuration with language, theme and font size and then “Add to Reusable Blocks” with a custom name. In this way you can set multiple default code blocks.
Whenever you want to add new Code Block just select your custom code block and then “Convert to Regular Block” to allow put inside the new code with all your previus default configuration already set.
