   downloadable WordPress.org tool?

 * No idea…. “look and feel” are generally dependant on theme, and .com has so few
   I don’t know how one would be able to decide a “generalized” look and feel.
 * As to a new version of wp, they’re working on one, but it’s still alpha software
   AFAIK.

 * what do you mean by look-n-feel? do you mean the admin section? if yes then the
   answer to your question is also yes, currently that is. if you download a nightly
   build, you’ll see that the admin interface is pretty much the same as that available
   in WordPress.com
 * this might however change by the time WordPress 1.6 is released.
