WordPress Stats on or off after install?

Is this a function build in to WordPress and gets activated automatically or is this something that is added on and needs to be activated?

I am asking as the new GDPR requires me to say something about it on the website if it is active. I did not even know there was WordPress Stats till I started to read the GDPR info.
