 * having a web server is a necessasity.
    get apache. and get phpmyadmin too. that
   should help with the databases…

 * WordPress doesn’t create a database, it just puts tables in a database you already
   have.

 * make a database using the SQL manager you have. Most backends has something of
   that sort. PhpMyAdmin lets u make databases. If not, contact your host and get
   more details from him about database creation.

 * the install simply does NOT create a wp-config.php file nor does it create any
   tables when using
    WINDOWS based OS Apache PHP4 mysql 4 it would be best to include
   a tables.sql dump file with the release which then could be easily imported using
   phpmyadmin et al.

 * addendum
    manually creating the config file will NOT solve the problem since
   install.php still will NOT create any tables and thus only connects to an EMPTY
   db. I guess you do not have the resources available to test your scripts on different
   OS scenarios.
