WordPress spazzing out…

I updated to the latest version of wordpress yesterday and everything was working fine. I accidentally changed the ‘wordpress address’ or something under the ‘settings’ tab of the control panel and everything screwed up. Nothing is accessible; the control panel, it won’t let me login saying something about cookies (I have cookies enabled on all explorer, firefox AND safari). So I simply deleted the folder and copied over my backed up folder from the last version and it is acting the same way.

When I load the blog address nothing is formatted properly. That part can be seen here. I have no idea what to do, any help would be thoroughly appreciated! Thanks
