WordPress removing quotes from HTML tags.

This is driving me insane. I can’t figure out why, but WordPress is removing the quotes from many HTML tags.

<div class="content"> becomes <div class=content>

I have tried several different templates, and I have tried uninstalling all my plugins, I tried re-installing wordpress. It is also doing things such as removing space and line breaks. This I care less about actually, however it may all be part of the same core issue.
