 * We are using WP Multisite for our company intranet. We have a user trying to
   reference a file on a network sure.
 * I (a super admin) can make a reference to the file using the unc like:
 * `<a href="file:////theserver/theshare/thedirectory/thefile.txt">`
 * However, when the user (an admin for his subsite) tries it, WordPress removes
   the reference to FILE and it becomes a relative link and fails.
 * How can I correct it for just that user?
