 * Hi,
 * Ive been having some issues with wordpress with something grabbing a lot of RAM
   and crashing our server. I think I may have fixed what the issue was but not
   I have plugins that have been deleted and their files deleted, reuploading and
   activating themselves on my sites???

 * WordPress does NOT do this. It’s possible that you have installed some bad software
   on your site. Run some security checks.
 * If something is using a lot of RAM, you need to check your server logs to see
   what is causing the RAM spikes.
