I tried to go to wordpress.net and got a 403 and a 404 error.

http://www.wordpress.org – this site – is for self hosted WP installations. You register a domain, buy a host plan somewhere, and then install WP on your site.
http://www.wordpress.com – is a site which offers free WP hosting, albeit with restrictions on what features you can use and how you can format the site.
These forums, here on wordpress.org, are for those who have installed WP on their own domains.
You can’t “make” a wordpress.org “site” that name is taken.
I take it that you just want to install WP on a domain that you are creating.
It is your decision as to the name you want to use but, personally, I would not registrar a domain named wordpress.net
If you have downloaded WP from this site and installed it on your domain named wordpress.net and you need help, then Yes, you can use these forums.
You can’t register wordpress.org because that name is taken -it is the name of this domain, where the forums and such are located.
If you want to install WP, you don’t have to have a domain whose name begins with “wordpress” – you can chose any name you want for a domain, provided it is not already taken.
You can use any name you want for a domain if it is not already taken.
Thus, if you wanted to create a site about little green men from Mars, you might name it littlegreenmenfrommars.com. You would register the name, buy a hosting plan somewhere, and then you could install WP on the site.
Again, in order to use WP, the domain name does not have to start with wordpress.
