How do I go about changing the WordPress Online Profile Picture?

By default, WordPress (and WordPress.org itself) use a Gravatar attached to your email address.

You can log in and change that at https://gravatar.com

I’m not sure what you mean, there’s no plugin to subscribe to, or even install, for that. It’s built-in.
