 * Can someone help me setting up WordPress on Debian VPS? or please refer me to
   some resource for help.

   to read the minimum server requirements; [Things to Know Before Installing WordPress](http://codex.wordpress.org/Installing_WordPress#Things_to_Know_Before_Installing_WordPress)
   and then have a look at [Installing WordPress](http://codex.wordpress.org/Installing_WordPress).
   The installation steps are well outlined and easy to follow.

   not enough. can you suggest how to do it via Webmin?

 * You can find database administration tools in Webmin under Servers > MySQL Database
   Server. Once there you can create databases and users, and apply permissions 
   to both as required. Webmin also has a file manager located under Others > File
   Manger. I think anything beyond the information in the links I pointed you to
   for actually installing WordPress, is probably going to fall under the heading
   of server administration.
