 * Is there any licence or wordpress is 100% free?
    I mean, what if I want to use
   it to create comercial website, or website for some (non-profit) foundation?

 * If you ever downloaded it – there is a licence file in the package. (Not that
   people ever bother to read it 🙂
 * Short answer: it is free and you can use it to create whatever you want.
