WordPress could not establish a secure connection to WordPress.org

    I’ve installed 100 times wordpress before and this is the first time that I get this error:
    WordPress could not establish a secure connection to WordPress.org in wp-admin\includes\plugin-install.php on line 77
    It is on localhost.
    It gives me the error when I try to install a new plugin.
    I changed databases, tried old versions of wordpress to no aveil. What can be the issue?
