Yes, it’s a lot of new info, but like most things, you have to start somewhere. Many people started out where you are and are now very good with WP. Maybe try YouTube too – there are LOTS of videos about how to use WordPress.
Just to piggyback off of what @wpyogi said, here are a couple of more resources specific to XAMPP / WordPress.
A YouTube vid https://www.youtube.com/watch?v=Xo_Q3V1QSdg. I haven’t watched it but it seems to have good ratings.

Well, I’m a little confused. According to your screenshot you are running IIS (Microsoft’s web server) and what we’ve been discussing is XAMPP (Apache web server). Have you ever installed or tried to install any Microsoft web server software?
Turn off Microsoft IIS server, so that XAMPP will be the webserver you’re using.

ok now i stop iis but when i try to open this

Try typing http://localhost/
(without the /wp as above) into your browsers address bar. You should see the XAMPP start page. If you do not then XAMPP is not configured properly.
but when i open this link http://localhost:8080/xampp/ it shows me this xampp page

HTTP Error 404. The requested resource is not found.

but when i click netstat button it shows me port 80 on system..
