WordPress be installed to work offline without an internet connection

To the smartest guys in the room from a computer skills dummy.

Sometimes I work in inhospitable places around the world. Cell phones rarely, reliable internet about the same generations do work for electricity we do have sat phones but the bosses get mad if we are running the bills up just to watch a movie.

So I will have lots of time on my hands starting in about two weeks I want to know if the is a way that Word press will work on my laptop without an internet connection so I can design and polish a blog site over the next 4 plus months without being hooked up to the web and if this is possible can I get instructions that are mad for a dummy. For example make sure your computer is plugged in or are you sure the battery is charged now open it up and press the power button. I can read and understand English but just as instructions for Linux are written for those who are already indoctrinated, I don’t want to spend a year trying to load software and getting it to speak to me.
