WordPress bar not showing up anymore

Hey all,

So i am using wordpress for a school/college assignment, i need to make a proper basic website with wordpress. However, the wordpress bar from my localhost pages is gone.

Completely gone. I tried 4 different browsers without any blocking plugins, but no results. When i looked it up i saw it might be the theme i’m using (could hardly inmagine it because it worked fine the last few weeks and i did not change anything, but why not).
But that trick with the footer.php did not work, because the piece of code that ususally is missing was there.

Thankfully i have multiple back-ups (of the whole usbwebserver program + root folder). I had a few issues before and just rolled back to a older version i had saved.
These older versions are also not working anymore.

Removed browser history and cache, restarted my system, nothing seems to solve it.
It’s like my laptop refuses to show the wordpress bar.
And just to clarify, the site itself is working perfectly fine. I can go from page to page, everything loads properly. From what i can see, it’s only the wordpress bar that’s completely missing.

I’m thinking of rolling back the time on my system to 2018 (because i haven’t touched it since then, and it worked fine until the last second). But besides that i don’t have a clue on how i can fix it.
Any ideas would be greatly appreciated.
