WordPress as Articles and Ratings

Does anybody know how I can make wordpress an article manager where visitors can submit their own articles, rate other peoples articles, and have features such as “sort by ratings”?

Sort of like http://www.articledashboard.com ? Are there any plugins to do what I want to do? I tried searching but I had no luck. Help is much appriciated!
