What version of WordPress are you running???
Anyway, that’s not an ‘out of the box’ procedure or method when creating posts so I’m gonna guess a plugin is making that happen…
Disable all your plugins temporarily and test… If I’m right you should be able to publish a post then.
You can turn the plugins back on, one by one, and test to see which plugin caused this problem.

I have updated the WordPress version to 5.5.1
Steps I have done.
1. By Moving the plugin directory from wp-content.
2. By changing the theme
3. Repair database
4. Checked Auto Increment in wp_posts table.
5. Install Classic Editor.
Still issue not resolved

Did you disable all the plugins as I suggested and do a test post of some sort?
