Sounds like it might be more of a conflict. Could you please share a screenshot regarding the issue noticed?
If you have a staging site, possible to also check how it behaves i if you temporarily disable the plugins and with a default WP theme?
The above step will help with ruling out what might be causing the conflict.

It might be a conflict with some plugin. When activeted Twenty Twenty-Five didn’t help to solve problem.

Look’s like PostX 4.1.16 Gutenberg blogs plugin problem. Plugin adds extra button at top so new box is moved over Switch to draft button.

For me no change if I turn off all other plugins, same problem here. If I turn off PostX and two extra buttons on left are gone all is working fine. Maby you don’t have problem regarding to bigger screen than mine 15″ on laptop?
