# wordpress 3.8 upgrading problem

 * When i tried to upgrade to wordpress 3.8 using update now link on the dashboard
   i am getting this error message.
 *     ```
       Downloading update from https://wordpress.org/wordpress-3.8-new-bundled.zip…
   
       Download failed.: Operation timed out after 300000 milliseconds with 523957 out of 6327138 bytes received
   
       Installation Failed
       ```
   
 * I deactivated all the plugins and tried again to upgrade,but it returns that 
   error message again.
 * Anyone known how to fix this issue.?

 * Also, try this:
 * Deactivate all plugins, switch to default unedited theme, try again. Note: you
   should backup all site files and the full db prior.

 * i have the same issue when i try to upgrade/update my website on local desktop

 * Please note: its LOCALHOST .. any reply to this should consider this as the real
   question.. its a LOCAL INSTALL..

 * The entire file structure has been changed in vesrsion 3.8.
 * Where this function `$response = wp_remote_get($url, array(‘timeout’ => 30));`?
 * in versions 3.7 was file function `download_url()` at wp-admin/includes/file.

 * I was able to upgrade to 3.8 but I completely lost my Breezing Forms plug in 
   and cannot re-install it as WordPress says the folder already exists but I cannot
   access it.
 * Therefore I have lost my Application Form on my website, how can I resolve this?
