Check at Network Admin -> Network Settings if this option is turned ON:
Allow site administrators to add new users to their site via the “Users -> Add New” page.
If it will not help, use this User Role Editor Option at ‘Settings->User Role Editor->Multisite’: “Allow non super administrators to create, edit, and delete users”.

First i want to say thank you for your great plugin!
I have the same issue as the topic starter i also have a multi-site installation. I have set the options mentioned in your answer. But the users menu is missing completly.
when i go to /wp-admin/users.php it is working.
Hopefully you know what i can do to make the menu users appear. Thanks in advance

Are users related capabilities (e.g. ‘list_users’) included into the role?
Also check if you have active plugins which can modify admin menu, like ‘White Label CMS’, ‘Adminimize’.
