Woocommerce services automated taxes

I recently built a website with wordpress and have the woocommerce service plugin installed and activated. We have updated Jet Pack and connected it and woocommerce successfully. We have the automated taxes enabled and also selected for it calculate on the customers address. The store address is in KY and established in the settings. the issue is that it will not add internet sales tax to any of my products except when a KY address is entered, nothing for any of the 49 other states. Hopefully someone has seen this issue before and may be able to give some guidance. Thank you in advance
