WooCommerce settings only control the size of the image sent to the browser, not the size at which it is displayed.
When the browser receives the image, it will make it bigger or smaller to fit the space available on the page. To change the space, you would use custom css. Theme markup varies, so for further advice, please post a link to your site.

Try this custom css:

max-width: 260px;
margin-left:60px;
margin-right:60px;
}
@media (max-width: 1200px) {
.home .woocommerce.columns-3 ul.products li.product {
margin-left:20px;
margin-right:20px;
}
}
Custom css can be entered at:
Dashboard > Appearance > Customise > Additional CSS

I agree, you’ll need to write @media css sections to style the page for different viewport widths, and styling is quite subjective. That’s more development than usual for a forum answer. If you’re not comfortable with css you may need to get someone in. Prices can be very competitive.
