The code works, it just needs to be wrapped in a callback function hooked into woocommerce_loaded e.g.:
add_action( 'woocommerce_loaded', 'move_elements' );
function move_elements() {
remove_action( 'woocommerce_single_product_summary', 'woocommerce_template_single_price', 10 );
remove_action( 'woocommerce_single_product_summary', 'woocommerce_template_single_excerpt', 20 );
add_action( 'woocommerce_single_product_summary', 'woocommerce_template_single_excerpt', 10 );
