I am sorry I would like to reconfirm again. This will show up the alert/error msg on the product page itself or at the cart checkout.

In the screenshot shared, if somebody tries to add more products I hope person will see a bootstrap kind of error msgs. correct me if I am wrong.

Just re-check in the from you have shared:
I understand that Min Max qty plugin will give error when user is trying to exceed the qty.

When adding items to the cart, an error is shown if they met the maximum limit, and the item is not added to the cart.
I would like to know this error will be validated in browser itself or the errors will be shown to the user only after submitting the product to purchase or add to cart?
