WooCommerce handling of recurring excess fees

Hi,

I want to use the Woocommerce subscription plugin for a SaaS service. People can buy a subscription for example for surveys. A plan could be to allow up to 500 participants and the payment would be monthly or yearly. Now sometimes there might be more than 500 participants and I want to charge some kind of “excess” fee. Say X amount for every 20 additional participants (monthly). Does anyone know if there is some kind of plugin that does this already? So far I couldn’t find anything.

I’m also looking into developing it myself and to hook into an event that occurs whenever either the subscription is renewed or ended. The idea would be to automatically create a new order and to automatically process a payment based on the payment token of the original subscription order whenever there is an excess fee. Anyone developed something like this maybe in the past?
