WooCommerce can’t checkout unless logged in

    Good afternoon! I’m having an issues with my cart. Unless you are logged in, you can’t add an item to the cart and navigate the site.
    I have checked every possible solution.
    I have no caching plugins, the only red lines that are in the WooCommerce system status are:

    MySQL Version: 5.5.30 – We recommend a minimum MySQL version of 5.6.
    WooCommerce Support: Not Declared

    I have tried a the default theme with no luck.
    I’ve disabled all plugins with no luck.
    The sessions table is writing and it appears making a line every time I add an item to the cart. But any time I leave that page, the cart doesn’t stay with you, unless logged in.

    I’m at a loss as there is no error anywhere.
