It appears that when the data displayed in the Coupons table is larger than the default page size of 25 no pagination is shown.
You may want to report this on GitHub. The developers use it for issues like this one. You can open up a new bug report here:

You’ll want to give them the exact steps to follow to reproduce the issue.

It is not a conflict with a theme or other plugins in my case.
