Is the woosync tool supposed to sync address edits via my-account or the wp-admin user panel with the jetpack contacts list? Doesn’t seem to work in my case, or is there a setting i’m missing?

WooSync will sync data from WooCommerce to Jetpack CRM, not the other way around. If you’re making edits from Jetpack CRM, that will not sync with WooCommerce. Jetpack CRM will sync the information you update in WooCommerce back into Jetpack CRM, however.
