Go to the Admin page / Users / Your Profile. Ensure that the checkbox "Disable the visual editor when writing" is not ticked.

WooCommerce does not disable the visual editor on its own, so, as you have already established there is a conflict with something else in your setup. But what?

Deactivate all plugins except WooCommerce. If the problem goes away, reactivate the other plugins one by one to try to identify the other conflicting plugin.

If this does not identify the other conflicting plugin, switch to the default TwentyFourteen theme to be able to rule out any theme-specific issue.

The chances of being able to debug and rewrite the conflicting lines of code in a forum environment are slim, so you will need to consider which of the elements (Visual editor / WooCommerce / something else) you can do without, or find a substitute for.
