Woo Commerce charging shipping twice, I am baffled | WordPress.org

My Woo Commerce shopping cart has started charging my flat shipping rate twice on orders. I have looked through the setting and cannot seem to locate the trouble.

Quick follow up, the correct amount appears in the Woo Commerce dash board but the incorrect amount is charged in Paypal– the double shipping charge.
