Won’t send pdf in e-mail

When customers order something from this store they should get an e-mail with their order included as a pdf. The owner of the store should get one too.
But none of this is happening.

In the template settings the pdf for the client should be created after they placed their order WooCommerce will say it is pending/in progress since it will not be payed right away.

For the owner should the pdf be created as soon as a new order is placed. I do choose for this option in the template settings, but it is gone as soon as I renew the page (also when it is saved!).

I would really like if this would work for our client as it should work.
