Sorry, it was a typo. What I meant was that our ISP limits outgoing emails to 50 recipients a time or 1,000 emails per hour, or its firewall will blacklist me as a spammer. I have been blacklisted once, and I need to get around this issue when bbPress sends out a notification to 600+ subscribers. This question alone is regardless of the paid add-on. Hope this is clearer.

I strongly recommend using Mailgun as your SMTP server. It’s free for up to 10000 emails per month, and extremely cheap after that. You can do that with either their own plugin (it used to have some issues, don’t know if it still does) or with an SMTP plugin such as WP Mail SMTP.

Regarding the 600+ users, make sure you have background notifications enabled so your users won’t get timeouts when posting new topics or replies.
Also, if you notice that not all users got their messages (use WP Email Logging plugin to see what’s going out), then it’s likely your server is killing the background process due to it running too long.
The best solution for that is to get the Bulk Mailer add-on, as it will cover up to 1000 emails in the time it takes to send one. It does require a Mailgun or Sendgrid account, though.
Thank you so much. I tried registering Mailgun like a mad man. Mac Safari, Chrome, FireFox, private browsing mode, payment info on/off, tried everything I could think of but it just won’t let me register, and won’t give me the reason why.
Hmmm… So, when I saw bbnpnns will send out one by one, I was hoping it will avoid the 50 recipients limit. Do I assume it won’t solve my issue from what you are saying?
No, bbpnns won’t solve your problem. It will send out individual messages to the recipients. And the plugin cannot email a bunch of users via BCC because it lets you customize each message to each recipient.
You can use the Dry Run tool in the support screen to see how many recipients would receive notifications.
Try reaching out to Mailgun support to find out why they won’t let you register. I’m sure they’ll be quite fast as they want to make the sale.
