widgets not draggable after upgrade to version 2.3

    I wanted to try the tag feature so I upgraded WP from 2.2.1 to 2.3. But the widgets are all dead.
    Testing on local machine with windows XP pro SP2 + WAMP 1.7.3

    Active Plugin : none

    I removed my old folder completely and unzipped the 2.3 one as a fresh install, only keeping the database & config file for upgrade (I did used the upgrade.php)

    What could be the problem?
