Widgets & Menus areas not working correctly

Hey guys

I could really use your help. For some strange reason my Widget and Menu area are acting up it as though the areas are stuck in mobile mode, or the correct style sheet is not loading properly. The Theme I am using is called salient. I am using it for a couple of sites and this site is the only one giving me issues.
