Widget "save" doesn't seem to work?

Wondering if someone can help with this issue. Working on a new site and every time I make a move or change a widget and hit “save” it won’t work…… unless I go into a post and hit “update” on any post, then what ever I did with the widget gets saved and the changes show up on the site???
