why is there a settings.zip & settings.ini in "uploads/2012/11/" directory?

    Hello,

    While cleaning up my uploads directory I found a settings.zip and settings.ini file in “wp-content/uploads/2012/11/” directory. (It says Yoast wordpress seo in the contents of the ini file) I know for a FACT that I have never created such a file nor saved it there or anywhere, my site is new and I just downloaded this plugin a few months ago.

    Is it safe to delete this file?
