Why do I see a downgrade plugin message?

    For the past couple of years that I have had a WPtouch Pro subscription, I constantly have update issues with caching for this plugin on different installations and different servers, so the problem is consistent across a range of different Ubuntu, CentOS, Debian installations on the latest versions of WordPress running on servers around the world.

    The latest problem is I see this in the Plugins area of the WordPress admin area:

    WPtouch Pro
    You have version 4.0.15 installed. Update to 3.9. View version 3.9 details.

    Why does it tell me to downgrade? I know as a Pro subscriber I should go direct to support at WPtouch, but I figure maybe others may have similar issues and solutions?
