Why? Contact Bar not popping-up mail on Windows comp., but works fine on my Mac.

Hope someone can help.
On a Windows computer (Chrome browser), the Contact Bar is not popping up when clicked. It is dead. Using Outlook in this case.
On my Mac, using four browsers the Contact Bar works flawlessly.
Any ideas?
