Hey,

I am trying to create page/post and then i don’t want to create then go back and come again to create Page/Post then automatically increase post ID.

This has been the case since at least 5.9, and probably also in older versions that include Gutenberg. The background is that a record is used as an “automatic draft” even when calling to cache data to the page. If you want to suggest a change to this, I would recommend you to do this with the WordPress or Gutenberg developers:
