Yes, indeed, it’s the way it works 🙂 Thing is galleries are just images next to each other, and there are many ways to make a gallery. And restricting the plugin to work only with “real” galleries who disable a lot of very convenient use cases which are actually used by most users.
Ok, that’s fair, so I would like request an option to disable it on images, or per post. Images serve more purpose than just being in a gallery, they are also thumbnails used to draw attention to other posts or to encourage purchasing of originals. There are times when we want the external link to function, and times when we wouldn’t (such as linking to the actual gallery or to a post that the thumbnail represents). It shouldn’t be “all or none.” Now, we’d be forced to upload two versions of an image to avoid it and that’s wasteful of storage/resources/time.

I’d like to add one more point here. The IMAGE block in WordPress already provides the user a place for adding a link which can be external.
The setting in Gallery Custom Link OVERRIDES this user input which is both unexpected and unnecessary. At a very minimum, GCL should provide an option in the IMAGE block to disable the GCL setting PER BLOCK for instances where the image is NOT part of a gallery but used instead for other purposes (such as sampling content).

I understand, of course, but many issues. First would be to override all the blocks using image to add such an option: super hard (almost impossible, support would be close to infinite). Also, people would need to use blocks, and therefore, Gutenberg. Second is that most users aren’t on Gutenberg, they use page builders instead.
So the only way would be to provide another field in the Media entry in which you can enter the IDs of the Post/Pages to ignore for the Custom Link. That would be the cleanest way. What do you think?
It wouldn’t be possible to have an option where GCL will not replace the URL when the Image block already has a link manually saved by the user? That’s all that’s needed.
Seems like it should be a simple database query to figure out if there’s a link already placed in the block settings. Or, are you not adding features which support Gutenberg blocks despite it being the way WordPress is designed now? Gutenberg blocks are a very common way to build websites now, enough that they should always be considered.
