White screen on first time install

I recently downloaded latest version of wordpress for local dev. when I begin installing, it shows blank page on /wp-admin/setup-config.php . I copied different wp-config file and pasted it. . then there was error saying require class-wp-hook.php, failed to open stream, I searched the folder there was no such file in wp-include, I copied it from github. then again ran setup. now its 500 Server error on /wp-admin/setup-config.php
