Which membership plugin to use?

Hi

I need a membership plugin and I am having difficulty finding one that satisfies one on my client’s requirements. I need a plugin that will allow us to separate the site users on registration for membership based on one of the registration fields. The client does not want to allow people that select a certain option in a drop down box full membership, but instead put them on hold (possibly create a membership type for this group which can then be upgraded once they meet the criteria) /refuse membership (you cannot join at this time etc) and refer them to the organisation so they can be contacted. The functionality that is proving problematic is that I need this to automatically happen based on data they put into the registration form. Does anyone have any recommendations for plugins to look at? I’ve tried Memberpress, Ultimate Members and Ultimate Membership Pro WordPress Plugin, all which don’t seem to offer the functionality I require.
